Consider what you are cooking. Lined copper, with its nearly immediate cooling, is ideal for the delicate foods you are likely to cook with your double boiler. Conversely, stainless steel is not preferable for such heat-sensitive foods, but it is fine if your double boiler is for occasional use or for melting wax.
