While it might be an easy answer to this question to say everyone and everywhere that is not exactly what we are looking for. Some of the people that often use a PA system are DJ's, concert bands, bingo announcers, and auctioneers. Obviously there is no certain person that needs a PA system. Anytime that you step outside or into a larger room that your voice needs amplification then you are a person that needs a PA system. Some of the common places that you will also find PA systems are concert halls, banquet rooms, church sanctuaries, outdoor festivals, radio station on sites, and anything else where announcements are a must. This topic is kind of easy to answer because in today's time almost anywhere with over 50 people will need a PA system of some kind.
