Royal Caribbean is now charging $99 for the third and forth cruiser on some trips. Some air travelers like the prices and they don't seem phased by concerns over cruise safety or hurricane activity.

"The price of airline tickets is going up so quickly that you need to get your ships where people can get to them. You just can't fill them out of Florida anymore," Heard said.

Industry experts said the best deals are currently for cruises bound for the Caribbean.
