While stopping to rest his horse in 1867 Jack Swilling discovered land free of rocks and perfect for farming. All the land needed was water to improve the farming capabilities. So Swilling along with others built an irrigation system that brought water from the Salt River. Swilling founded a small farming community Swilling’s Mill which was named after him. Swilling’s Mill later became Mill City and then Phoenix. Several names were considered for the area that would become Phoenix such as Stonewall and Salina but an English pioneer named Darrell Duppa suggested the name of Phoenix. In 1881 Phoenix was officially incorporated as a city.
